In Greater Houston, the permitting authority depends on where the property sits, not the mailing address. Homes inside city limits (Houston, Katy, Sugar Land, Pearland and others) go through that city's building department. Homes in unincorporated areas generally deal with the county, and The Woodlands relies heavily on its own covenants and design review alongside Montgomery County. On top of permits, many subdivisions require HOA or deed-restriction approval for exterior changes. Always confirm the jurisdiction for your address before design is finished.
